Since September 15, 2012, Daya Bay District has implemented the first phase of closed management of Daya Bay Petrochemical Zone with reference to the closed management of Jurong Island in Singapore, and completed the construction of 10.8 kilometers of barbed wire fence, three inspection gates of Ximenlou, Dongmenlou and Beimen, and about 10 kilometers of North Ring Road. In addition to the production facilities that have attracted much attention, the project also includes seven supporting projects, including the western comprehensive energy station, public pipe gallery, sewage treatment reconstruction and expansion project and other public supporting projects, which not only meet the needs of the project, but also further enhance the overall supporting service capacity of Daya Bay Petrochemical Park.

Create a low-carbon, efficient and intelligent integrated comprehensive energy demonstration base
The Western Comprehensive Energy Project is located in the west of Daya Bay Petrochemical Zone. It is reported that the project plans to build a 2× 600,000 kW gas-steam combined cycle cogeneration unit, which is a public heat source point in the western petrochemical area and the first integrated comprehensive energy demonstration base with hydrogen energy utilization in China.
The western comprehensive energy station project uses a series of new technologies, new processes and new materials to improve the comprehensive utilization rate of energy. According to the person in charge of Daya Bay Comprehensive Energy Co., Ltd., the main equipment of the project is 9HA.01 gas turbine, which is one of the most advanced gas turbines in the world at present, and the efficiency of the whole plant can be above 70% under the condition of heating, which is more than 4% higher than that of the F-class gas-steam combined cycle.
The project has reached a cooperation agreement with ExxonMobil Huizhou Ethylene Project to supply ultra-high pressure steam to ExxonMobil Huizhou Ethylene Project, and at the same time, eliminate the hydrogen-containing tail gas generated in its production process, fully realize the comprehensive utilization of energy, improve the energy conversion efficiency by more than 25% compared with traditional coal-fired and gas-fired boilers, and realize the emission of nitrogen oxides of 15ppm, and even realize the single-digit emission of nitrogen oxides after installing denitration devices.
At the same time, the project uses reclaimed water produced by water purification plant to realize comprehensive utilization of resources in the park; The central heating mode replaces the small-capacity boilers of heat-using enterprises in the west of the petrochemical park, which reduces the total carbon emission and other pollutant emissions and improves the intensive management efficiency of the petrochemical park.
In addition to the "hard core" technology, the building of the project itself is also very successful. In the comprehensive energy company, the reporter saw the renderings of the project-a building that blends with the surrounding environment, shining like a gem, making it hard to imagine that this is a power plant. The buildings that can be used in the main factory building, office building and other factories are all equipped with solar photovoltaic panels to reduce pollution and carbon, which reduces the auxiliary power consumption of the project by 0.1% and the annual power generation reaches 5 million kWh. The photovoltaic integration of buildings strongly recommended by the state has been perfectly reflected in this project. Focusing on the "30 60" goal of national peak carbon dioxide emissions and carbon neutrality, the company has made every effort to build the project into a comprehensive energy demonstration base with low carbon, advanced, high efficiency, intelligence, diversity and multi-energy.
The project was approved at the end of June last year and started construction; On December 9, 2021, the main building project of the project was started, and the boiler pile foundation project is being carried out in an orderly manner. The project is scheduled to be completed and put into operation in 2023. After the project is put into production, it is estimated that the annual power generation is about 4.7 billion kWh, the annual heat supply is about 11.12 million Ji Jiao, and the annual output value can reach more than 3 billion yuan.
In Daya Bay Petrochemical Zone, in addition to tower equipment and storage tanks, the most striking thing is the piece of pipe gallery, which, as the "arterial system" of the petrochemical zone, continuously transports materials to petrochemical enterprises. At present, a total of 18 kilometers of public pipe corridors have been built in Daya Bay Petrochemical Zone, connecting the material transportation corridors in the east and west of the petrochemical zone, covering all settled enterprises, including the first-phase pipe corridor, the first-phase pipe corridor, the Binhai No.7 Road pipe corridor, the Ikos pipe corridor, the Zhoubang pipe corridor and the western pipe corridor in the petrochemical zone. In addition, the pipe gallery company plans to build a public pipe gallery such as the second phase of the western pipe gallery and the section from Binhai Avenue to Binhai 12. The construction content includes a sunken pipe gallery crossing Binhai Avenue. After the construction of the project, it can solve the problem of Mobil project’s synchronous guarantee for the use of public pipe gallery "at sea+above ground+underground".
With the continuous expansion of the scale of public pipe corridors in petrochemical areas, a smart pipe corridor system, which is designed by Shanghai Institute of Advanced Studies, Chinese Academy of Sciences and based on technologies such as Internet of Things, big data, cloud computing and artificial intelligence, has become a "magic weapon" to improve the safety management level of public pipe corridors.
In the central control room of the smart pipe gallery of the pipe gallery company, the reporter saw that the smart pipe gallery system integrates video monitoring system, gas detection system, anti-intrusion system and broadcasting system, and these systems can realize real-time linkage on the 3-D map modeled according to the real scene. After the petrochemical project is completed and put into production, sewage treatment is a big project. It is understood that after the first phase of ExxonMobil Huizhou Ethylene Project is completed and put into operation, the sewage generated by it needs to be treated by special environmental protection facilities. Its sewage treatment project is built by Huizhou Daya Bay Qingyuan Environmental Protection Co., Ltd. (hereinafter referred to as "Qingyuan Environmental Protection"). At present, the feasibility study, environmental assessment and preliminary design of the project have been completed, and it is planned to start in July 2022 and be completed and put into operation before the first quarter of 2024.
Qingyuan Environmental Protection is an important integrated supporting infrastructure and environmental protection "three simultaneities" construction project in Daya Bay Petrochemical Park (designed, constructed, put into production and used simultaneously with the main project). At present, Qingyuan Environmental Protection provides sewage treatment services for 46 enterprises stationed in the petrochemical park, with an average daily sewage treatment capacity of 8,000 cubic meters.
Peng Zhongting, deputy chief engineer of Qingyuan Environmental Protection, introduced that the new sewage treatment facility project is located in the existing plot of Qingyuan Environmental Protection, with a total investment of about 800 million yuan and an area of about 49,000 square meters. This project is used to treat production sewage, cooling tower sewage, high-salinity sewage and other sewage generated by ExxonMobil Huizhou Ethylene Phase I project, and the designed sewage treatment scale is 1120 cubic meters per hour.
Different from the previous sewage treatment facilities, part of the sewage of this project can be used as reuse water for Mobil after advanced treatment, and the reuse rate is 60% ~ 70% of the designed sewage treatment scale. Peng Zhongting said that the sewage recycling of petrochemical enterprises not only realizes the recycling of sewage, but also protects the water environment around the park.

After 20 years of development, Daya Bay Petrochemical Zone has become a leading petrochemical park in China. At present, the bottleneck restricting the further development of Daya Bay Petrochemical Zone is the shortage of land resources. Relevant departments should make full use of relevant national policies to clean up idle land in the park; Accelerate the elimination of inefficient production capacity projects and vacate some effective plots for new projects; Do a good job in the development planning and industrial layout of the industrial expansion area as soon as possible, complete the transformation of land functions (high-end petrochemical projects need M3 land), and create conditions for the development of new materials industry.

Strengthen the unified planning and management of the port, plan and build Tsuen Wan Port into the storage, transportation and distribution base of Daya Bay petrochemical industry, and integrate the dock berths that have been built at present; Build a product trading and logistics transportation platform in the park, and conduct product trading, capital transfer and transportation scheduling through the platform to reduce empty cars and run alone, and improve transportation efficiency and safety management level.
