　　The Provincial People’s Government agrees with the Opinions of the Provincial Finance and Trade Office on Doing a Good Job in the Market Supply of National Day, New Year’s Day and Spring Festival, which are hereby forwarded to you. Please combine the local conditions and conscientiously implement them.

　　It is of great significance to arrange the market supply for this year’s National Day and next year’s New Year’s Day and Spring Festival so that the people can enjoy the festive season, which will further reflect the correctness of the principles and policies of the Party since the Third Plenary Session of the Eleventh Central Committee and celebrate the victory of the Party’s Twelfth National Congress. In this regard, the Standing Committee of the Provincial Party Committee also attaches great importance to it, and has made a special study, demanding that preparations for holiday materials be made immediately, so that the supply of these holiday materials will be rich, the prices will be stable, and it will be better than last year. It is hoped that people’s governments at all levels will take the supply of National Day this year, New Year’s Day and Spring Festival next year as an important task according to the above requirements. First of all, arrange the market supply on National Day and Mid-Autumn Festival, and at the same time, learn from last year’s experience and make preparations for the market supply on New Year’s Day and Spring Festival as soon as possible. It is necessary to take effective measures to strengthen the purchase and transportation of agricultural and sideline products, especially the purchase and upward adjustment of live pigs and pond fish. Do a good job of industrial products going to the countryside to meet the needs of the rural market. 　　According to the spirit of the instructions of the provincial party committee and the provincial government on doing a good job in the market supply of National Day, New Year’s Day and Spring Festival, recently, we convened responsible comrades of the relevant departments of the provincial commerce, food, fisheries and supply and marketing cooperatives to study, made preliminary arrangements, and put forward the following specific opinions.

　　1. Since the beginning of this year, our province’s economy has developed steadily, industrial production has increased, and the supply of daily-use industrial products is abundant. Agriculture has won a bumper harvest in the case of overcoming serious natural disasters. The purchase and sale of commodities in the province has increased, the market has been active, and prices have been basically stable, which has provided a good material foundation for arranging the supply of holiday markets. The supply of holiday markets, especially for the National Day (which coincides with the Mid-Autumn Festival), is of great significance to celebrate the victory of the Twelfth National Congress of the Communist Party of China, reflect the great unity of the whole party and the people, and improve the political stability and people’s life since the Third Plenary Session of the Eleventh Central Committee of the Communist Party of China. Therefore, from now on, commercial and supply and marketing departments at all levels should take the supply of National Day holiday this year and New Year’s Day and Spring Festival next year as an important task, take effective measures, strengthen the purchase and transportation of agricultural and sideline products, and do a good job in the supply and arrangement of foreign products. In cities, we should focus on the supply of non-staple food commodities, and in rural areas, we should conscientiously do a good job of industrial products going to the countryside to meet the needs of the rural market as much as possible. All localities should take proper care of the supply of commodities in industrial and mining areas, military units, ethnic minorities and high and middle-level intellectuals’ festivals.

　　Second, this year’s National Day and next year’s New Year’s Day, Spring Festival market supply, the general requirement is to be better than last year’s supply, the goods supplied at the quoted price should be increased compared with last year, and the bargaining goods should be open for supply. The standards for the supply of commodities quoted in holiday markets around the country shall be comprehensively arranged according to the supply situation. Except for cooking oil, the quantitative supply standards shall be uniformly increased throughout the province, and other commodities shall not be uniformly stipulated throughout the province. All localities are required to make efforts to increase the supply of marketable and quoted goods, actively purchase unplanned goods, appropriately reduce the price of negotiated goods, increase varieties of colors, set up temporary outlets, improve service attitude, improve service quality, add festive atmosphere and enrich people’s lives.

　　Three, this year’s National Day (including the Mid-Autumn Festival) commodity supply preliminary arrangements are as follows, pork, Guangzhou, each person to increase fresh pork half a catty, medium-sized cities and towns supply standards by the local. Cooking oil, the non-agricultural population in cities and towns in the province, the armed police stationed in the armed forces of the army, navy and air force in our province, etc., in addition to the quota, each person will increase the supply of cooking oil by one catty on National Day and the Spring Festival next year (last year, each person increased by half a catty). On the National Day in Guangzhou, each person supplied half a catty of eggs (maintaining the last year’s level), each person increased the supply of sugar by half a catty, and the supply of fresh fish increased by 20 cents (plus the quantitative 20 cents in the current month, a total of 40 cents, maintaining the last year’s level). Frozen beef, frozen mutton, three birds, fruits and other non-staple foods, the supply is better than in previous years, and the prices are stable and declining. The supply is open during the festival.

　　The province arranged 21.78 million Jin of moon cakes, an increase of 3.6% over last year’s 20.53 million Jin. This year, moon cakes will not be expensive, but the bargaining price will be leveled and sold at a comprehensive price according to the cost. The food department has given priority to raw materials such as raw oil, mung beans and sesame seeds. Guangzhou plans to produce 4.4 million Jin of moon cakes, including 2 million Jin of licensed moon cakes and 2.4 million Jin of negotiated moon cakes. The variety of colors has also increased, and the supply time is appropriately longer than last year. The supply will begin on September 17 (the first day of August). Cigarettes and alcohol also increased during the festival.

　　Four, the supply of vegetables, this year is better than last year, and the price is stable. It is expected that the National Day and Mid-Autumn Festival will be the peak season, and the supply is sufficient. It is required that the quantity of vegetables listed during festivals in large and medium-sized cities should be balanced to ensure the needs, and efforts should be made to increase the variety of fine vegetables and bean products and improve the quality of vegetables.

　　Five, commercial, supply and marketing departments at all levels should further implement the spirit of the State Council’s "Decision on Dredging Urban and Rural Commodity Circulation Channels and Expanding Industrial Products to the Countryside" and the relevant notice of the provincial people’s government, resolutely implement the principle of giving priority to the supply of industrial products needed by urban and rural areas, and do everything possible to transfer industrial products to the countryside. Wholesale departments should open their sources of goods, open warehouses for purchase, and increase the transfer of best-selling goods to facilitate grass-roots cooperatives to purchase goods. At the same time, we should actively promote the state-owned joint venture stores and do a good job in industrial products going to the countryside. Let the peasants celebrate the festival.
