　　Quality education is an unavoidable topic in contemporary China education. From the early days of reform and opening up, many places have begun to explore hard. In this exploration, Yantai is another unavoidable place.

　　In 1984, the first experimental area of educational reform in China was born in Yantai. In 1990, the State Education Commission identified Yantai as a pilot city for comprehensive urban education reform in China. In 1992, Yantai’s experience in quality education reform attracted much attention, and People’s Daily and China Education News reported it one after another. In September 1997, the national experience exchange meeting of quality education in primary and secondary schools was held in Yantai, which became an advanced model of quality education in China.

　　Recently, our reporter went deep into Yantai, Shandong Province for investigation and interview, revisited the forefront and fiery scene of the reform in that year, and analyzed the latest progress of quality education reform, with a view to providing a reference model for the latecomers who promote quality education today with Yantai, the "living fossil" of quality education.

　　Qu Wenteng, a chemistry teacher at Dayao Middle School in Muping District, is very happy in recent years. 　　The reform of quality education in Yantai begins with the reform of examination system and evaluation system. However, Zhongke Runda is the top three nucleic acid detection institutions in Shanghai, with a detection volume of 300,000-400,000 tubes a day, and the detection income in COVID-19 exceeds 8 million every day, and it can earn 200 million a month.

The fourth, fifth and sixth cases are Beijing Pushi Medical Testing Laboratory, Beijing Jinzhun Medical Testing Laboratory and Beijing Zhongtong Rambo Medical Testing Laboratory. In addition, Henan Yuzhou nucleic acid detection fraud, Jinan Huaxi medical inspection and testing institutions without testing, issued a "false negative" report.

03. The benefits are huge, but the cost is small.　

Whether it is "false positive" or "false negative", it will cause great interference and obstacles to the epidemic prevention and control in China. However, why are these nucleic acid detection fraud incidents repeatedly banned? There are no complicated reasons, only two: first, the interests are great; Second, the cost is small. From the disposal results, we can see that two nucleic acid counterfeiting institutions in Hefei have just been kicked out of the government procurement list. The poisoning incident in Henan has hardly affected the business operation of Jinyu Medicine.

Even though Runda Medical in Shanghai is deeply questioned by the public, the case is still under investigation. Only in Beijing, the punishment is relatively strong, and the business license of Beijing Pushi Medical Testing Laboratory was revoked, and the relevant person in charge was seized and arrested. Wang Xuegang, a Beijing Jinzhun medical testing laboratory, was also seized for trial. The penalties imposed by the relevant departments on institutions that falsify nucleic acid detection are strengthened step by step. But in the face of huge interests, it is still hard to stop. After all, the COVID-19 detection income of Zhongke Runda in Shanghai for one month is as high as 200 million yuan! In the final analysis, nucleic acid testing is a business. If it’s business, you have to make money and make a lot of money. When the profit margin declines, the scale of testing must be increased. How to increase the scale of testing to ensure cost recovery and make a big profit? This makes some people go astray. Uncover the lid, and after a thorough investigation, Beijing’s practice is undoubtedly worthy of praise, but there is also a logic behind it that cannot be ignored: Beijing is still like this, what about other provinces and cities? It can be inferred that nucleic acid detection may be becoming a high-incidence area of illegal crimes and corruption, if it is not strictly regulated. 04. A big business with a market of tens of billions.　

In fact, it is not just nucleic acid testing and vaccination that can make money by taking advantage of the epidemic. Both orders are urgent bidding projects of government departments, and the purchase quantity is more than 100 units. Jiangshan Oupai is a professional listed company integrating R&D, production, sales and service. During the epidemic prevention and control period, the daily operation of enterprises was affected and it was much colder. But recently, the continuous orders for nucleic acid sampling kiosks have made this home improvement enterprise unusually busy.　

In mid-May, local governments began to build a 15-minute nucleic acid "sampling circle", and Jiangshan Oupai, a door-making enterprise, began cross-border research and development, material preparation and production, and actively participated in the bidding of local governments. But the popularity of the market is still far beyond Li Yonghui’s expectations. In just one or two weeks, according to his rough estimation, about 30% to 40% of government departments in Zhejiang Province have issued bidding and procurement announcements. In the near future, Jiangshan Europe can receive new orders almost every day. The epidemic situation in COVID-19 is spreading at an alarming rate, and the task of constructing a "sampling circle" for nucleic acids is urgent. Every government tender is an "emergency procurement". The first is to strengthen policy publicity. Shanghai carried out multi-channel publicity on moon cake market supervision policies, held a publicity meeting on key enterprise policies, and publicized the requirements of the Announcement to nearly 300 member units through industry associations.
