The Ministry of Education issued the Measures for the Administration of Extracurricular Reading Materials for Primary and Secondary School Students, established a "firewall" for problematic reading materials on campus, and made it clear that 12 kinds of problematic extracurricular reading materials were prohibited from entering primary and secondary schools and kindergartens.
The relevant person in charge of the Ministry of Education said that according to the "Administrative Measures", extracurricular reading materials for primary and secondary schools entering the campus must meet the four recommendation standards of distinctive theme, positive content, strong readability and enlightening wisdom, and are official publications (including digital publishing products), and list 12 negative lists that cannot be recommended or selected as extracurricular reading materials for primary and secondary school students.

For example, some reading materials that are related to sexual violence and obviously induce children to commit suicide are circulated in the society, so we must resolutely prohibit entering the campus if we violate any of the 12 negative lists. This is a bottom line requirement.

The Ministry of Education has never authorized any publishing house to use the name of the Ministry of Education for publicity. On the other hand, it is actually more important to create an environment and conditions for everyone to encourage reading. 12 negative lists, as long as these requirements are grasped, you can boldly recommend them and encourage everyone to establish a mechanism to stimulate reading.
According to reports, in principle, extracurricular reading materials on campus are recommended once every academic year, which is the responsibility of the school, and the provincial and prefecture-level education departments are responsible for guidance and supervision, and a list of accountability is listed to prevent the transfer of benefits. The recommended catalogue of extracurricular reading materials should be made public to the parents of students, and the principle of voluntary purchase should be adhered to. No unit or individual may sell extracurricular reading materials by holding lectures, training and other activities on campus, and campus bookstores should also establish an audit mechanism for campus reading materials. At the same time, the donated reading materials should also be strengthened.
