Hangzhou launched the ＂Hangzhou Ten Articles＂ and other subsidy policies to help enterprises ＂get off to a good start＂

　　In order to further increase the relief efforts of enterprises and effectively reduce the burden on enterprises, Hangzhou recently issued the Notice on Further Doing a Good Job in "Helping Enterprises Make a Good Start". The "Hangzhou Ten Articles" launched this time involves ten policies, such as support and reward for enterprises, employee return subsidies, enterprise employment subsidies, and the use of coupons for staying in Hangzhou during the Spring Festival, which helps enterprises "get off to a good start".

　　First, increase incentives for manufacturing enterprises. For manufacturing enterprises (excluding state-owned and state-controlled enterprises) with a total industrial output value of more than 10 million yuan in the first quarter of 2022, and with a year-on-year increase of 5% or more, 10,000 yuan will be awarded for every 10 million yuan increase in output value.

　　Second, increase the support of the retail catering industry. In 2022, all kinds of enterprises and self-employed individuals whose monthly retail sales increase by 10 million yuan or more will be rewarded with 100,000 yuan a month, and those whose meal income increases by more than 1 million yuan will be rewarded with 50,000 yuan a month, with a cumulative reward limit of 2 million yuan for individual enterprises and self-employed.

　　Third, do a good job in employment services for key enterprises. We will hold recruitment activities such as "Sending Jobs in the New Year and Happy Hangzhou", "Recruiting Talents in the New Year and Going to the Future in Hangzhou" in the Yangtze River Delta, and live broadcasting with posts, actively connect with labor exporting provinces, encourage human resources service institutions to participate in labor recruitment in other provinces, increase the adjustment of labor surplus and shortage, and help key enterprises to normal production and operation. Before February 28th, enterprises (excluding state-owned and state-holding enterprises) will rent (including sharing) buses to organize cross-provincial "peer-to-peer" return of employees outside the city, and those who meet the requirements will be subsidized by 50% of the charter fee, with a maximum of 200,000 yuan for each enterprise.

　　Fourth, do a good job in implementing the policy of helping enterprises stabilize their posts. In accordance with the provisions of the state, we will continue to implement the policy of reducing unemployment insurance and industrial injury insurance rates in stages, implement unemployment insurance policies such as stable job return, social security subsidies and training subsidies, and extend the deadline for accepting unemployment insurance stable job subsidies in 2021 to March 31, 2022. During the epidemic response period, if an urban enterprise recruits a registered permanent resident outside the urban area for the first time to find employment in the urban area and continuously pays social insurance premiums for more than 6 months according to law, it will give the enterprise employment subsidy according to the 1000 yuan/person standard; If the private human resources service institutions recommend or send employees to Hangzhou enterprises and pay social insurance premiums for more than 3 months according to law, they will be given subsidies for employment and entrepreneurship services according to the standard of one-time 500 yuan for each person, with a maximum subsidy of 100,000 yuan.

Before March 31st, the new effective orders will be guaranteed free of charge by the municipal guarantee company after they are confirmed by the districts and counties. In Hangzhou real economy enterprises, if the new loan is more than 10 million yuan and the loan period is more than 1 year, a discount subsidy of 1 percentage point will be given (1 year).

　　Six, accelerate the construction enterprises to resume production. Based on the data of real-name management system of Hangzhou Smart Construction Site, the municipal government will commend and reward the projects under construction that reached the normal level before February 15th and resumed normal construction, or the construction enterprises in Hangzhou with the highest output value and tax revenue in the first quarter. Construction enterprises that have been commended and rewarded by the municipal and district governments shall be awarded credit points by the municipal and district construction administrative departments in accordance with the regulations.

　　Seven, deepen the prevention and control of imported goods epidemic. Guide enterprises to implement epidemic prevention and control measures such as disinfection of imported goods and nucleic acid detection of relevant employees, promote digital management, strengthen epidemic risk management and control, and create a safe and healthy environment for enterprises’ stable and orderly production and operation.

From February 7 to February 20, 2022, the traffic management measures of "off-peak travel" in the peak hours of passenger cars in Hangzhou and the restrictions on odd and even numbers on weekends in West Lake Scenic Area will not be implemented for the time being.

From February 7 to February 20, 2022, convenient traffic measures for engineering transport vehicles were introduced in Hangzhou, and the drivers of engineering transport vehicles used Hangzhou freight navigation system to apply online and navigate in real time, allowing all-day traffic.

The use period of deduction coupons and cash coupons was extended from February 14th to March 31st. The qualification requirement for participating in the "Lantern Festival Lottery" on February 15th was changed from "All the deduction coupons were used before February 14th" to "All the deduction coupons were used before February 14th". Those who have received coupons but have been placed in other cities for centralized isolation due to epidemic prevention and control do not need to refund the coupons, and can continue to use them within the validity period after returning to Hangzhou.
