National Emergency Plan for Natural Disaster Relief  

  1 General rules

  1.1 Purpose of compilation

  Establish and improve the emergency rescue system and operation mechanism to deal with sudden major natural disasters, standardize emergency rescue behavior, improve emergency rescue ability, implement emergency rescue quickly, orderly and efficiently, minimize people’s lives and property losses, and maintain social stability in disaster areas.

  1.2 Compilation basis

  According to the Constitution of People’s Republic of China (PRC), People’s Republic of China (PRC) Public Welfare Donation Law, People’s Republic of China (PRC) Flood Control Law, People’s Republic of China (PRC) Earthquake Prevention and Disaster Mitigation Law, People’s Republic of China (PRC) Meteorological Law, National Overall Emergency Plan for Public Emergencies, People’s Republic of China (PRC) Disaster Mitigation Plan (1998-2010), the "Three Definitions" provisions of relevant departments in the State Council and relevant national guidelines, policies and principles for disaster relief, this document is formulated.

  1.3 Scope of application

  Where floods and droughts, typhoons, hail, snow, sandstorms and other meteorological disasters, volcanoes, earthquakes, geological disasters such as mountain collapses, landslides and mudslides, marine disasters such as storm surges and tsunamis, natural disasters such as forest and grassland fires and major biological disasters, and other public emergencies in China meet the starting conditions, this plan is applicable.

  1.4 working principles

  (1) People-oriented, to maximize the protection of people’s lives and property safety.

  (2) unified leadership of the government, hierarchical management, compartmentalization, block-based.

  (3) Departments should cooperate closely, cooperate with each other, and perform their duties.

  (4) Rely on the masses and give full play to the role of grassroots mass autonomous organizations and public welfare social groups.

  2 start-up conditions

  In any of the following circumstances, start this plan.

  2.1 Within the administrative area of a province (autonomous region or municipality), natural disasters such as floods and droughts, meteorological disasters such as typhoons, hail, snow and sandstorms, geological disasters such as mountain collapses, landslides and mudslides, marine disasters such as storm surges and tsunamis, forest and grassland fires and major biological disasters occur, and one of the following situations occurs during a disaster:

  More than 30 people died due to the disaster;

  More than 100,000 people were resettled and resettled due to the disaster;

  More than 10,000 houses collapsed due to the disaster.

  2.2 A destructive earthquake of magnitude 5 or above occurred, resulting in the death of more than 20 people or the emergency relocation of more than 100,000 people or the collapse and serious damage of more than 10,000 houses.

  2.3 Accidents, disasters, public health incidents, social security incidents and other public emergencies have caused a large number of casualties and require emergency relocation or life assistance. This plan will be started as appropriate.

  2.4 For special circumstances such as areas with particularly weak rescue capacity, the above standards may be lowered as appropriate.

  2.5 Other matters decided by the State Council.

  3 organization and command system and responsibilities and tasks

  The National Disaster Reduction Committee (hereinafter referred to as the "National Disaster Reduction Committee") is the national comprehensive coordination body for natural disaster relief and emergency response, and is responsible for studying and formulating the principles, policies and plans of national disaster reduction work, coordinating major disaster reduction activities, guiding local disaster reduction work, promoting international exchanges and cooperation in disaster reduction, and organizing and coordinating national disaster relief work.

  The Office of the Disaster Reduction Committee and the National Comprehensive Coordination Office for Disaster Relief are located in the Ministry of Civil Affairs. The member units of the Disaster Reduction Committee shall undertake corresponding tasks according to their respective division of responsibilities.

  4 emergency preparedness

  4.1 Fund preparation

  The Ministry of Civil Affairs organizes and coordinates the Development and Reform Commission, the Ministry of Finance and other departments to arrange the central disaster relief fund budget according to the provisions of the national development plan and the Budget Law of the People’s Republic of China, and urges local governments to increase investment in disaster relief funds according to the principle of graded responsibility for disaster relief work, graded burden of disaster relief funds and locality-oriented.

  4.1.1 According to the principle of graded responsibility for disaster relief work and graded burden of disaster relief funds, central and local governments at all levels should arrange disaster relief fund budgets.

  4.1.2 According to the actual expenditure of the previous year, the central finance arranges the extra-large natural disaster relief subsidy funds to help solve the basic living difficulties of people in severely affected areas.

  4.1.3 The central and local governments should gradually raise the subsidy standards for disaster relief funds according to factors such as financial growth, price changes and the actual living conditions of residents, and establish a natural growth mechanism for disaster relief funds.

  4.1.4 When the funds in the disaster relief budget are insufficient, the reserve funds arranged by the central and local governments should be mainly used for the life assistance of the victims.

  4.2 Material preparation

  Integrate the planning of existing disaster relief materials and warehouses in various departments, and manage the disaster relief materials and warehouses in a hierarchical and classified manner.

  4.2.1 According to the planning of disaster relief materials reserve, on the basis of perfecting ten central disaster relief materials reserves in Tianjin, Shenyang, Harbin, Hefei, Wuhan, Changsha, Zhengzhou, Nanning, Chengdu and Xi ‘an, the central disaster relief materials reserve will be further established and improved according to the needs. All provinces, autonomous regions, municipalities directly under the central government, disaster-prone areas and counties have established and improved material reserves and points. Reserves at all levels should reserve necessary relief materials.

  4.2.2 Purchase relief tents, clothes and quilts, water purification equipment (medicines) and other relief materials at the beginning of each year.

  4.2.3 Establish a list of manufacturers of relief materials, and sign an emergency purchase and sale agreement for relief materials when necessary.

  4.2.4 When the disaster happens, the disaster relief reserve materials of neighboring provinces can be called.

  4.2.5 Establish and improve the emergency allocation and transportation system of relief materials.

  4.2.6 Establish and improve the emergency procurement and allocation system for relief materials.

  4.3 Communication and information preparation

  Communication operation departments should ensure the smooth flow of disaster information according to law. The natural disaster relief information network should be based on the public communication network, and a special communication network for disaster information should be set up reasonably to ensure the smooth flow of information.

  4.3.1 Strengthen the construction of disaster information management system at the central level, guide local governments to build and manage disaster relief communication networks covering provincial, prefectural and county levels, and ensure that central and local governments at all levels have timely and accurate information on major natural disasters.

  4.3.2 Based on the National Disaster Reduction Center, establish an inter-departmental disaster information sharing platform, provide information exchange services, and improve the information sharing mechanism.

  4.3.3 Give full play to the role of small satellite constellations, meteorological satellites, ocean satellites, resource satellites and other earth monitoring systems for environmental and disaster monitoring and forecasting, and establish disaster monitoring, early warning, assessment and disaster emergency decision-making system based on remote sensing and geographic information system technology.

  4.4 Preparation of disaster relief equipment

  4.4.1 All relevant departments of the central government should be equipped with necessary equipment and equipment for disaster relief management.

  4.4.2 The Ministry of Civil Affairs, the provincial civil affairs departments and the civil affairs bureaus of cities and counties with frequent disasters should be equipped with necessary equipment and equipment for disaster relief.

  4.5 Preparation of human resources

  4.5.1 Improve the construction of civil disaster management personnel and improve their ability to cope with natural disasters.

  4.5.2 Establish and improve the team of experts. Organize experts in civil affairs, health, water conservancy, meteorology, earthquake, ocean, land and resources, etc., focusing on disaster consultation, on-site assessment in disaster areas and business consulting on disaster management.

  4.5.3 Establish and improve the linkage mechanism with military, public security, armed police, fire fighting, health and other professional rescue teams.

  4.5.4 Cultivate and develop non-governmental organizations and volunteers, and give full play to their roles.

  4.6 Social mobilization preparation

  4.6.1 Establish and improve the mobilization mechanism, operation mechanism, supervision and management mechanism of social donation, and standardize the social donation of sudden natural disasters.

  4.6.2 Improve the emergency plan for disaster relief donations, and standardize the organization and launch of disaster relief donations, the receipt and distribution of funds and materials, and the publicity and commendation of the society.

  4.6.3 On the basis of 21,000 social donation receiving stations and points, we will continue to establish social donation receiving stations and points in large and medium-sized cities and small cities with conditions, and improve the regular social donation receiving network.

  4.6.4 Improve the social donation recognition system to create a good social atmosphere for social donation activities.

  4.6.5 Improve the counterpart support mechanism for 8 provinces (cities) including Beijing, Tianjin, Shanghai, Jiangsu, Zhejiang, Fujian, Shandong and Guangdong and 4 cities including Shenzhen, Qingdao, Dalian and Ningbo to 10 provinces (regions) including Inner Mongolia, Jiangxi, Guangxi, Sichuan, Yunnan, Guizhou, Shaanxi, Gansu, Ningxia and Xinjiang.

  4.7 Publicity, training and drills

  4.7.1 Carry out community disaster reduction activities, use various media to publicize disaster knowledge, publicize disaster emergency laws and regulations and common sense of prevention, hedging, disaster avoidance, self-help, mutual rescue and insurance, and enhance people’s awareness of disaster prevention and reduction.

  4.7.2 Organize training for provincial disaster management personnel at least twice a year. Organize at least one centralized training for disaster management personnel at the prefecture level every two years. Provincial or prefecture-level civil affairs departments organize business training for county-level and township civil affairs assistants at least once a year. Training for government leaders in charge, various professional emergency rescue teams, non-governmental organizations and volunteer organizations is carried out irregularly.

  4.7.3 Organize 1-2 drills every year in disaster-prone areas according to the characteristics of disasters to test and improve emergency preparedness, command and response capabilities.

  5 Early warning and information management

  5.1 Disaster early warning and forecasting

  5.1.1 According to the disaster early warning and forecasting information provided by the relevant departments, combined with the database of natural conditions, population and socio-economic background in the early warning area, make an analysis and evaluation, and make disaster early warning for the relevant areas and population that may be threatened by natural disasters in time.

  5.1.2 According to the disaster warning, natural disasters may cause serious casualties and property losses, and a large number of people need emergency relocation or life assistance. The state and relevant provinces (autonomous regions and municipalities) should make emergency preparations or take emergency measures.

  5.2 Disaster information sharing

  The Office of the Disaster Reduction Committee and the National Comprehensive Coordination Office for Disaster Relief timely summarize all kinds of disaster early warning and forecasting information, and inform the member units and relevant places of the information.

  5.3 Disaster information management

  5.3.1 Contents of disaster information report: including the time, place and background of the disaster, losses caused by the disaster (including personnel affected, number of casualties, crops affected, houses collapsed and damaged, and direct economic losses caused), disaster relief measures taken and the needs of the disaster area.

  5.3.2 Reporting Time of Disaster Information

  (1) Preliminary report of the disaster. The civil affairs departments at the county level should know the disaster situation at the first time and report the preliminary situation to the civil affairs departments at the prefecture (city) level in a timely manner, no later than 2 hours after the disaster. Major disasters that cause death (including missing) of more than 10 people or other serious losses shall be reported to the provincial civil affairs department and the Ministry of Civil Affairs at the same time. The civil affairs departments at the prefecture (city) level shall, after receiving the county-level report, complete the work of reviewing and summarizing the disaster data within 2 hours and report to the provincial civil affairs departments. After receiving the report at the prefecture (city) level, the provincial civil affairs department shall complete the work of reviewing and summarizing the disaster data within 2 hours and report to the Ministry of Civil Affairs. The Ministry of Civil Affairs shall report to the State Council within 2 hours after receiving the report of serious and extraordinarily serious disasters.

  (2) The disaster continues to be reported. Before the major natural disasters are stabilized, the civil affairs departments at the provincial, prefecture (city) and county levels shall implement the 24-hour zero reporting system. County-level civil affairs departments will report the disaster up to 24: 00 the day before 9: 00 every day to local (city) civil affairs departments, which will report to provincial civil affairs departments before 10: 00 every day, and provincial civil affairs departments will report to the Ministry of Civil Affairs before 12: 00 every day. Extraordinary disasters should be reported at any time as needed.

  (3) Disaster report. The civil affairs department at the county level shall, after the disaster situation is stable, verify the disaster situation within 2 working days and report to the civil affairs department at the prefecture (city) level. The civil affairs departments at the prefecture (city) level shall, after receiving the county-level report, review and summarize the disaster data within 3 working days, and report the summary data of the whole prefecture (city) (including the disaster data of counties) to the provincial civil affairs departments. After receiving the report at the prefecture (city) level, the provincial civil affairs department shall review and summarize the disaster data within 5 working days, and report the summary data of the whole province (including the data of cities and counties) to the Ministry of Civil Affairs.

  5.3.3 Verification of disaster situation

  (1) The department will consult and approve. Civil affairs departments at all levels coordinate agriculture, water conservancy, land and resources, earthquake, meteorology, statistics and other departments to conduct comprehensive analysis and consultation, and verify the disaster situation.

  (2) Civil affairs, earthquake and other relevant departments organize expert evaluation teams to conduct expert evaluation on the disaster situation through comprehensive investigation, sampling investigation, typical investigation and special investigation to verify the disaster situation.

  6 emergency response

  In accordance with the principle of "combining all sectors and giving priority to all sectors", local governments are given priority to disaster relief. After the disaster, the people’s governments at the township, county, prefecture and provincial levels and relevant departments should, according to the disaster situation, start the emergency plans of relevant levels and departments, do a good job in emergency resettlement and living arrangements for victims, do a good job in disaster relief, do a good job in disaster monitoring, disaster investigation, evaluation and reporting, and minimize the loss of people’s lives and property. According to the degree of harm of sudden natural disasters and other factors, the state sets four response levels.

  6.1 Class I response

  6.1.1 Disaster losses

  (1) Within the administrative area of a province (autonomous region or municipality), particularly serious natural disasters such as floods and droughts, typhoons, hail, snow, sandstorms, mountain collapses, landslides, mudslides, storm surges, tsunamis, forest and grassland fires and biological disasters occur.

  (2) Accidents, disasters, public health incidents, social security incidents and other public emergencies have caused a large number of casualties and require emergency relocation or life assistance. This plan will be started as appropriate.

  (3) For special circumstances such as areas with particularly weak rescue capacity, the starting standard may be lowered as appropriate.

  (4) Other matters decided by the State Council.

  6.1.2 Startup procedure

  After receiving the disaster report, the Disaster Reduction Committee immediately put forward a proposal to the State Council to start the first-level response, and the State Council decided to enter the first-level response.

  6.1.3 Emergency response

  The director of the Disaster Reduction Committee shall lead and organize disaster relief work in a unified way.

  The Ministry of Civil Affairs shall report to the State Council and the director of the Disaster Reduction Committee within 2 hours after receiving the disaster information, and then report the relevant information in a timely manner. Within 24 hours after the disaster, the Ministry of Finance shall allocate the central emergency funds for disaster relief, and coordinate the railway, transportation, civil aviation and other departments to dispatch emergency relief materials; Organize national disaster relief donation activities, and uniformly receive, manage and distribute international disaster relief donations; Coordinate and implement the instructions of the CPC Central Committee and the State Council on disaster relief.

  6.1.4 Termination of response

  After the disaster situation and disaster relief work are stable, the director of the Disaster Reduction Committee decides to terminate the first-level response.

  6. 2 Level Ⅱ response

  6.2.1 Disaster losses

  (1) within the administrative area of a province (autonomous region or municipality), major natural disasters such as floods and droughts, typhoons, hail, snow, sandstorms, mountain collapses, landslides, mudslides, storm surges, tsunamis, forest and grassland fires and biological disasters occur.

  (2) Accidents, disasters, public health incidents, social security incidents and other public emergencies have caused a large number of casualties and require emergency relocation or life assistance. This plan will be started as appropriate.

  (3) For special circumstances such as areas with particularly weak rescue capacity, the starting standard may be lowered as appropriate.

  (4) Other matters decided by the State Council.

  6.2.2 Startup procedure

  The Secretary-General of the Disaster Reduction Committee (Deputy Minister of Civil Affairs) put forward a proposal to the Deputy Director of the Disaster Reduction Committee (Minister of Civil Affairs) at the first time after receiving the disaster report, and the Deputy Director of the Disaster Reduction Committee decided to enter the Level II response.

  6.2.3 Response measures

  The deputy director of the Disaster Reduction Committee shall organize and coordinate the disaster relief work.

  The Ministry of Civil Affairs set up emergency headquarters for disaster relief, and implemented joint office, and formed disaster relief working groups such as emergency rescue (comprehensive) group, disaster information group, disaster relief donation group, publicity report group and logistics support group to organize and carry out disaster relief work in a unified way.

  Within 24 hours after the disaster occurred, a joint working group on disaster relief was dispatched to the disaster area to express condolences to the victims, verify the disaster situation, understand the relief work, understand the relief capacity of the disaster-stricken government and the needs of the disaster-stricken areas, guide local governments to carry out disaster relief work, and urgently allocate relief funds and materials.

  Timely grasp the disaster situation and compile the dynamic information of disaster relief work, and publish it on the website of the Ministry of Civil Affairs.

  Announce the acceptance of disaster relief donations to the society, and organize cross-provincial (autonomous regions and municipalities) or national disaster relief donation activities.

  With the approval of the State Council, an appeal for disaster relief assistance was issued to the international community.

  Announce the recipient units and account numbers, set up a hotline for disaster relief donations, and take the initiative to accept disaster relief donations from all walks of life; Announce the disaster situation and the needs of the disaster area to the public every day; Timely allocation of donations, to adjust the national disaster relief donations; Regularly announce the receipt and use of disaster relief donations to the public.

  6.2.4 Termination of response

  After the disaster situation and relief work are stable, the deputy director of the Disaster Reduction Committee decides to terminate the level II response.

  6.3 Class III response

  6.3.1 Disaster losses

  (1) Within the administrative area of a province (autonomous region or municipality), major natural disasters such as floods and droughts, typhoons, hail, snow, sandstorms, mountain collapses, landslides, mudslides, storm surges, tsunamis, forest and grassland fires and biological disasters occur.

  (2) Accidents, disasters, public health incidents, social security incidents and other public emergencies have caused a large number of casualties and require emergency relocation or life assistance. This plan will be started as appropriate.

  (3) For special circumstances such as "old, little, border and poor" areas with particularly weak rescue ability, the starting standard may be lowered as appropriate.

  (4) Other matters decided by the State Council.

  6.3.2 Startup procedure

  After receiving the disaster report, the office of the Disaster Reduction Committee put forward a proposal to the Secretary-General of the Disaster Reduction Committee (Deputy Minister of Civil Affairs) to start the level III response, and the Secretary-General of the Disaster Reduction Committee decided to enter the level III response.

  6.3.3 Response measures

  The Secretary General of the Disaster Reduction Committee shall organize and coordinate the disaster relief work.

  The Office of the Disaster Reduction Committee and the National Comprehensive Coordination Office for Disaster Relief timely contact with relevant member units to communicate disaster information; Organize meetings and chambers of commerce, analyze the situation in disaster areas, and study and implement disaster relief support measures for disaster areas; Organize relevant departments to listen to the reports of relevant provinces (autonomous regions and municipalities); Coordinate relevant departments to send a joint working group to the disaster area.

  Within 24 hours after the disaster, the working group of the Ministry of Civil Affairs will be dispatched to the disaster area to express condolences to the victims, verify the disaster situation, understand the relief work, understand the relief capacity of the disaster-stricken government and the needs of the disaster-stricken areas, and guide the local authorities to carry out relief work.

  When the disaster losses are large, within 48 hours after the disaster occurs, coordinate the relevant departments to form a national comprehensive coordination working group for disaster relief to go to the disaster area and timely allocate relief funds and materials.

  Grasp the dynamic information of disaster situation and disaster relief work, and publish it on the website of the Ministry of Civil Affairs.

  6.3.4 Termination of response

  After the disaster situation and relief work are stable, the Secretary-General of the Disaster Reduction Committee decides to terminate the Level III response and report to the Deputy Director of the Disaster Reduction Committee.

  6.4 Class IV response

  6.4.1 Disaster losses

  (1) Within the administrative area of a province (autonomous region or municipality), there are general natural disasters such as floods and droughts, typhoons, hail, snow, sandstorms, mountain collapses, landslides, mudslides, storm surges, tsunamis, forest and grassland fires and biological disasters.

  (2) Accidents, disasters, public health incidents, social security incidents and other public emergencies have caused a large number of casualties and require emergency relocation or life assistance. This plan will be started as appropriate.

  (3) For special circumstances such as "old, little, border and poor" areas with particularly weak rescue ability, the starting standard may be lowered as appropriate.

  (4) Other matters decided by the State Council.

  6.4.2 Startup procedure

  The office of the Disaster Reduction Committee decided to enter the level IV response as soon as it received the disaster report.

  6.4.3 Response measures

  The director of the Office of the Disaster Reduction Committee and the National Comprehensive Coordination Office for Disaster Relief shall organize and coordinate the disaster relief work. The Office of the Disaster Reduction Committee and the National Comprehensive Coordination Office for Disaster Relief timely contact with relevant member units to communicate disaster information; To consult relevant departments to implement disaster relief support for disaster areas; Send a working group to the disaster area as appropriate.

  Within 24 hours after the disaster, send a working group of the Ministry of Civil Affairs to the disaster area to express condolences to the victims, verify the disaster situation, understand the relief work, understand the relief capacity of the disaster-stricken government and the needs of the disaster-stricken areas, guide local relief work, and allocate relief funds and materials.

  Grasp the dynamic information of the disaster situation and publish it on the website of the Ministry of Civil Affairs.

  6.4.4 Termination of response

  After the disaster situation and relief work are stable, the director of the Office of the Disaster Reduction Committee and the National Comprehensive Coordination Office for Disaster Relief decides to terminate the level IV response and report it to the Secretary General of the Disaster Reduction Committee.

  6.5 information release

  6.5.1 Information release shall adhere to the principle of seeking truth from facts, being timely and accurate. It is necessary to release brief information to the society at the first time, and do a good job in subsequent information release according to the development of the disaster.

  6.5.2 The contents of information release mainly include: the basic situation of disaster, the dynamics and effects of disaster relief, the next arrangement and the problems to be explained.

  7 Post-disaster relief and recovery and reconstruction

  7.1 post-disaster relief

  7.1.1 County-level civil affairs departments investigate the living difficulties of victims in winter (spring famine) every year, and establish a ledger of the population in need of government relief.

  7.1.2 The Ministry of Civil Affairs, in conjunction with the provincial civil affairs departments, organized relevant experts to go to the disaster-stricken areas to assess the living difficulties of the victims and verify the situation.

  7.1.3 Formulate the winter (spring shortage) relief work plan.

  7.1.4 According to the request of the people’s governments of all provinces, autonomous regions and municipalities directly under the Central Government for funds from the State Council, combined with the situation of disaster assessment, the Ministry of Finance will allocate extra-large natural disaster relief subsidies to help solve the basic living difficulties of victims in winter and spring, such as eating and dressing.

  7.1.5 The management system of Disaster Relief Card shall be fully implemented for disaster relief. For the victims who need government relief, the civil affairs departments at the county level will issue the "Disaster Relief Card" uniformly, and the victims will receive relief food and relief funds with the card.

  7.1.6 Inform the society about the allocation progress of disaster relief funds in various places, and ensure that winter relief funds are distributed to households before the Spring Festival.

  7.1.7 For the people who are short of food and have the ability to repay but have no money to buy food for the time being, open a warehouse to borrow food.

  7.1.8 Solve the problem of winter clothes and quilts for victims through social donation, counterpart support and emergency procurement.

  7.1.9 The development and reform, finance, agriculture and other departments shall implement the work-for-relief policy, and the disaster relief, and the grain department shall ensure the food supply.

  7.2 Restoration and reconstruction

  Post-disaster recovery and reconstruction work adheres to the disaster relief policy of "relying on the masses, relying on the collective, self-help in production, mutual assistance and mutual aid, supplemented by the necessary relief and support of the state". The county (city, district) shall be responsible for organizing the implementation of the reconstruction of the houses of the victims, taking the combination of self-construction, aid construction and assistance construction, with the self-construction of the affected households as the mainstay. Housing funds should be solved through government relief, social mutual assistance, neighborhood help workers to help materials, work as relief, self-lending, preferential policies and other ways. Housing planning and design should be based on local conditions, rational layout, scientific planning and full consideration of disaster factors.

  7.2.1 Organize to verify the disaster situation. After the disaster is stable, the county-level civil affairs department immediately organizes the disaster to be approved and establishes a ledger of houses collapsed due to the disaster. The provincial civil affairs department shall report the disaster losses of collapsed houses and other disasters in the province to the Ministry of Civil Affairs within 10 days after the disaster is stabilized.

  7.2.2 Carry out disaster assessment. After a major disaster, the Ministry of Civil Affairs, together with the provincial civil affairs departments, organized relevant experts to go to the disaster area to carry out disaster assessment and comprehensively verify the disaster situation.

  8.1 Interpretation of Terminology

  Natural disasters: refer to natural phenomena that endanger human survival or damage human living environment, including floods and droughts, meteorological disasters such as typhoons, hail, snow and sandstorms, volcanic and earthquake disasters, geological disasters such as mountain collapses, landslides and mudslides, marine disasters such as storm surges and tsunamis, and natural disasters such as forest and grassland fires and major biological disasters.

  Small Satellite Constellation for Environment and Disaster Monitoring and Forecasting: In order to meet the needs of China’s environment and disaster monitoring, in February 2003, the State Council officially approved the project of "Small Satellite Constellation for Environment and Disaster Monitoring and Forecasting". As the latest 155 mm truck gun, what is the significance of the gun for the future development of the Japanese Ground Self-Defense Force? What are the advantages and disadvantages of the gun design?

Follow suit: the development history of Japanese large-caliber artillery

In the development and equipment of large caliber artillery, the Japanese Ground Self-Defense Force has taken the development mode of paying equal attention to self-research and introduction and following European and American countries from the beginning. Initially, the Japanese Ground Self-Defense Force was equipped with M52 105mm self-propelled howitzer and M44 155mm self-propelled howitzer provided by the United States. These two types of artillery belong to the first generation of large-caliber self-propelled artillery developed by the United States after World War II. Although their overall performance has been improved compared with similar artillery in World War II, they still adopt the open combat cabin design, and their protection ability is weak. Therefore, since the 1960s, the Japanese Ground Self-Defense Force has independently developed 74-type 105mm self-propelled howitzers and 75-type 155mm self-propelled howitzers. The overall design of these two types of guns refers to similar equipment in Europe and America. Especially the 75-type 155mm self-propelled howitzer, the overall design layout is almost the same as that of M109-type 155mm self-propelled howitzer in the United States.

Since then, the Japanese Ground Self-Defense Force has introduced the M110 203mm self-propelled howitzer from the United States. In this way, the 74-type 105mm self-propelled howitzer and the 75-type 155mm self-propelled howitzer independently developed by Japan, together with the American M110-type 203mm self-propelled howitzer, became the main large-caliber barrel guns of the Japanese Ground Self-Defense Force in the 1970s and 1990s. However, because the four islands in Japan are mountainous, Shikoku Island has the largest mountainous area, accounting for 80% of the total area. Even the relatively flat Hokkaido Island is nearly half mountainous. Therefore, the Japanese Ground Self-Defense Force can only deploy all heavy equipment such as main battle tanks and large-caliber self-propelled artillery on Hokkaido Island.

The Japanese Ground Self-Defense Force demonstrated a new type of 155 mm truck gun under development.

In this way, the Japanese Ground Self-Defense Forces in the south of Honshu Island are relatively short of large-caliber artillery equipment. Therefore, in 1983, Japan obtained the franchise of FH-70 155 mm self-propelled howitzer from Sweden. At present, all 492 FH-70 155 mm self-propelled howitzers in active service of the Japanese Ground Self-Defense Force are deployed in the south of Honshu Island. The gun needs to be towed by a military truck for long-distance maneuvering, and can rely on the power device equipped on its own gun mount for entering and leaving the position or for short-distance maneuvering. Therefore, the equipment of the gun has greatly improved the combat capability of the Japanese Ground Self-Defense Force in the south of Honshu Island.

Since then, European and American countries have set off a wave of developing 52 times 155 mm howitzers. As a result, Japan also "followed the crowd" and began to develop the second generation of 155 mm self-propelled howitzers in 1992, namely the 99-type 155 mm self-propelled howitzers. The overall layout of the gun refers to the famous PzH2000 155 mm self-propelled howitzer in Germany, especially the turret and barrel design, which is almost the same as the latter. However, because the Japanese Ground Self-Defense Force did not demand heavy armor, the total combat weight of the 99-type 155 mm self-propelled howitzer was 15 tons lighter than that of the German PzH2000 155 mm self-propelled howitzer, but it still reached 40 tons. From the overall performance, the 99-type 155 mm self-propelled howitzer does not have much brilliance compared with similar guns in other countries. It is only because the quantity of this type of artillery equipment is pitifully small, which is less than a fraction of the purchase quantity of some similar models in other countries, so it has also created a unit price record of up to 8 million US dollars.

After the troops in the area north of Honshu Island completed the replacement of the 75-type 155mm self-propelled howitzer with the 99-type 155mm self-propelled howitzer, the Japanese Ground Self-Defense Force began to consider developing a new 155mm self-propelled howitzer for the troops in the area south of Honshu Island to replace the FH-70 155mm self-propelled howitzer that has been in service for more than 20 years. This is the new 155 mm truck gun we see today.

German-Japanese hybrid: Japanese truck guns use German trucks.

France’s "Caesar", the world’s first 52 times 155 mm truck gun, was publicly unveiled as early as 1994. Since then, many countries in the world have begun to develop their own large-caliber truck guns with reference to the overall design idea of French Caesar, including Russia, Sweden, Israel and other military and industrial powers, as well as developing countries such as Iran, Vietnam and India. This also shows to some extent that the research and development threshold of large-caliber truck guns is actually not very high. It was not until 2012 that Japan began to develop 52 times 155 mm truck guns, which was a bit "hindsight".

Similar to the large-caliber self-propelled gun designed and developed in Japan before, the overall design layout of this new 155mm truck gun also has a reference template, that is, the second-generation Caesar 155mm truck gun introduced by French Ultraman Company. Although the first generation "Caesar" 155 mm truck gun pioneered a new type of weapon and equipment, it also has many shortcomings, such as limited chassis bearing capacity, poor shooting stability, low degree of automation, and no armor protection. To this end, the French company Ultraman improved and developed the second generation "Caesar" 155mm truck gun.

Type 99 155 mm self-propelled howitzer is known as the most expensive self-propelled howitzer in the world, and the unit price is as high as 8 million US dollars.

The chassis of the second generation "Caesar" 155 mm truck gun was changed from the first generation Renault 6×6 military truck to the Czech Tetora 8×8 heavy truck. This 8×8 heavy truck chassis has better off-road performance and stronger bearing capacity. Although the total combat weight of the second-generation "Caesar" 155 mm truck gun has soared from 17 tons of the first generation to 30 tons after replacing the chassis, it can still meet the requirements of being carried by A-400M large transport aircraft. Similarly, Japan’s new 155 mm truck gun also uses the 110 HX81 8×8 heavy truck of German Mann Company as the bearing chassis, and the total combat weight is also about 30 tons, and the Japanese C-2 new transport aircraft can also carry it.

Japan’s new 155 mm truck gun is 11.4 meters long, 2.5 meters wide and 3.4 meters high. There are five gun crew members, three of whom are in the cockpit, and the other two are sitting in the semi-closed crew cabin at the back of the engine compartment. The conditions are relatively harsh. The firepower of this type of gun is basically the same as that of the 99-type 155 mm self-propelled howitzer, including the bolt, the recoil mechanism, the recoil mechanism and the barrel, but it has been improved according to the layout requirements of the truck gun. Judging from the installation position of the gun, the position of the bolt is still relatively high after the barrel is erected. Therefore, the design of the large-scale hydraulic parking hoe of Japan’s new 155 mm truck gun is similar to that of the second generation "Caesar" 155 mm truck gun, and there is also a platform for people to get up and down. However, the ammunition box on the side of Japan’s new 155 mm truck gun has a low height, so there is no folding pedal like the second generation Caesar 155 mm truck gun.

At present, the Japanese Defense Ministry has not disclosed much about the specific performance parameters of the new 155 mm truck gun. Therefore, it is difficult to judge how the performance of this gun compares with other similar models. However, from the overall layout, Japan’s new 155 mm truck gun is obviously the result of many factors. For example, from the choice of chassis, Japan has a developed automobile industry, and domestic enterprises are fully capable of providing similar 8×8 heavy trucks, but they use the German company 110 HX81 8×8 heavy trucks with relatively low cost but not inferior performance.

In order to control the cost, Japan’s new 155 mm truck gun has to relax other performance requirements, such as maneuverability, off-road, protection and personnel comfort.

However, considering that this new 155mm truck gun is going to replace the 492 FH-70 155mm self-propelled howitzers currently in service in Japan’s Ground Self-Defense Force, its purchasing unit price must be controlled at a low level, and it must not be as high as the 99 155mm self-propelled howitzers. Otherwise, even if it is not a one-on-one replacement, the Japanese Defense Ministry can’t afford it at all. It is for this reason that the Japanese Steel Works, the developer of the new 155mm truck gun, will choose the German Mann 110 HX81 8×8 heavy truck for both military and civilian use, instead of the military 8×8 heavy truck developed by domestic enterprises.

Of course, while controlling the cost, Japan’s new 155 mm truck gun has to relax other performance requirements, such as maneuverability, off-road, protection and personnel comfort. Therefore, we can see that Japan’s new 155 mm truck gun is equipped with a protective steel plate at the top of the cockpit to resist the muzzle shock wave, and the two gun crew members can only stay in the canvas tent full of noise and vibration. Moreover, the minimum launching elevation and directional firing boundary of this type of gun will also be affected to some extent. It is said that during the trial period of this type of artillery’s multi-door sample guns in Fuji School (a comprehensive military school where Japanese Ground Self-Defense Forces train officers below infantry, artillery and tank corps), the defects of poor shooting stability were exposed, and it was even necessary to install lateral hydraulic hoes to enhance stability. Therefore, this type of artillery must undergo at least several rounds of design improvements to meet the requirements of the Japanese Ground Self-Defense Force.

Type 10 main battle tank mainly replaces the old Type 74 main battle tank and becomes the main armored main battle equipment of Japanese Ground Self-Defense Force in southwest China. The 16-type 105 mm wheeled assault gun can take on the task of direct fire support for highly mobile troops with its excellent maneuverability and firepower.

The new 155 mm truck gun will gradually replace the old FH-70 155 mm self-propelled howitzer, which will further strengthen the maneuverability of the artillery unit of the Japanese Ground Self-Defense Force. It has been found that Star Technology has the following illegal facts:

On April 29th, 2020, Star Technology’s annual report for 2019 revealed that the operating income, operating cost and total profit during the reporting period were 6,343,779,400 yuan, 5,323,872,400 yuan and 154,217,800 yuan respectively. On April 24, 2021, Star Technology’s 2020 annual report revealed that during the reporting period, the operating income was 8,298,158,000 yuan, the operating cost was 7,178,026,100 yuan, and the total profit was 43,770,500 yuan.

First, Star Technology inflated its operating income and total profit.

(A) Star Technology fictional sales business, inflated operating income

In 2019, fictional sales businesses such as Jiangxi Yihong Electronic Technology Co., Ltd. (formerly known as Jiangxi Xingxing Technology Co., Ltd., hereinafter referred to as Jiangxi Xingxing) and Pingxiang Xingxing Touch Technology Co., Ltd. (formerly known as Xingxing Touch Technology (Shenzhen) Co., Ltd., hereinafter referred to as Star Touch) inflated their operating income by 1,383,816,600 yuan.

In 2020, Star Technology subsidiaries Jiangxi Star, Star Touch, Star Precision Technology (Shenzhen) Co., Ltd. (hereinafter referred to as Star Precision) and Guangdong Xingchi Optoelectronic Technology Co., Ltd. (formerly known as Guangdong Star Optoelectronic Technology Co., Ltd., hereinafter referred to as Guangdong Star) and other fictitious sales businesses inflated their operating income by 3,192,179,000 yuan.

(B) Star Technology fictional leasing and processing business, inflated operating income.

In 2019, Star Technology subsidiary Star Precision, Star Touch and other fictitious leasing and processing businesses inflated its operating income by 55,193,600 yuan.

In 2020, Star Technology subsidiary Star Precision, Star Touch and other fictitious leasing and processing businesses inflated its operating income by 65,813,200 yuan.

(C) Star Technology fictional procurement business, inflated operating costs

In 2019, Star Touch, Jiangxi Star, a subsidiary of Star Technology, made fictitious purchases with a total amount of 401,652,100 yuan.

In 2020, Star Touch, Star Precision, Jiangxi Star and Guangdong Star, subsidiaries of Star Technology, made fictitious purchases, totaling 1,573,714,200 yuan.

(D) Star Technology falsely reduced operating costs through false purchase discounts.

In 2019 and 2020, Star Touch, a subsidiary of Star Technology, agreed on false discounts with suppliers. Through false discounts, Star Technology reduced its operating costs by 4,199,100 yuan and 1,548,100 yuan in 2019 and 2020 respectively.

After investigation, through the above fictitious sales, fictitious leasing and processing business, fictitious purchase and false purchase discount, Star Technology inflated its operating income by 1,439,010,200 yuan in 2019, inflated its operating cost by 265,101,600 yuan, and inflated its total profit by 1,173,908,600 yuan (excluding adjustments such as taxes and period expenses), accounting for 220% of the disclosed operating income in the current period respectively. In 2020, Star Technology inflated its operating income by 3,257,992,200 yuan, inflated its operating cost by 1,594,928,300 yuan, and inflated its total profit by 1,663,063,900 yuan (excluding the adjustment of taxes and period expenses), accounting for 39.26% of the disclosed operating income, 22.22% of the operating cost and 32.22% of the total profit respectively.

Star Technology held the 33rd meeting of the 4th Board of Directors and the 15th meeting of the 4th Board of Supervisors on December 24th, 2021, reviewed and approved the Proposal on Correction of Accounting Errors in the Previous Period and disclosed the announcement of accounting errors correction on December 30th, 2021.

Second, Star Technology understated the impairment loss of goodwill.

Star Technology completed the acquisition of 100% equity of Star Touch and Star Precision in December 2013 and July 2015 respectively. As of December 31, 2019, the book balance of goodwill formed by Star Technology’s acquisition of Star Touch and Star Precision was 305,939,200 yuan and 569,983,200 yuan respectively. Star Technology’s 2019 annual report and 2020 annual report disclosed that the goodwill formed by Star Technology’s acquisition of Star Touch and Star Precision has not been impaired.

After investigation, through the above-mentioned fictitious sales, fictitious leasing and processing business, Star Touch inflated its income by 200,332,600 yuan and 188,883,400 yuan respectively in 2019 and 2020; In 2019 and 2020, Star Precision inflated its income by 281,745,300 yuan and 492,768,500 yuan respectively. In 2019 and 2020, Star Technology conducted the goodwill impairment test on Star Touch and Star Precision based on incorrect financial basic data, resulting in less provision for goodwill impairment loss.

On December 30, 2021, Star Technology disclosed the announcement of accounting error correction, and the goodwill formed by Star Technology’s acquisition of Star Touch and Star Precision was impaired on December 31, 2019 and December 31, 2020. After the correction, Star Technology made a supplementary provision for impairment loss of goodwill of RMB146,719,600 in 2019, including RMB49,010,100 for the goodwill formed by the acquisition of Star Touch and RMB97,709,400 for the goodwill formed by the acquisition of Star Precision. In 2020, the impairment loss of goodwill was 729,202,800 yuan, including 256,929,100 yuan from the acquisition of Star Touch and 472,273,700 yuan from the acquisition of Star Precision.

In summary, there are false records in the 2019 annual report and the 2020 annual report of Star Technology.

The above-mentioned illegal facts are proved by relevant periodic reports, financial materials, explanations of the situation, bank flow, transcripts of relevant personnel’s inquiries and other evidence, which is enough to be identified.

The above-mentioned behavior of Star Science and Technology violates the provision of Paragraph 2 of Article 78 of the Securities Law that "the information disclosed by the information disclosure obligor shall be true, accurate, complete, concise and clear, and easy to understand, and there shall be no false records, misleading statements or major omissions", which constitutes the behavior of Paragraph 2 of Article 197 of the Securities Law that "the report submitted or the information disclosed by the information disclosure obligor has false records, misleading statements or major omissions".

Liu Jianxun, then Chairman, Pan Qingshou, then Director and General Manager, Liu Langwen, then Deputy General Manager, then Chief Financial Officer Chen Meifen, then Supervisors Zhang Shaohuai and Li Juan guaranteed the truthfulness, accuracy and completeness of Star Technology’s 2019 annual report, and signed written confirmation opinions on the annual report.

Liu Langwen, then chairman, Pan Qingshou, then director and general manager, then Wang Jun, then deputy general manager, then Dong Shenglian, then chief financial officer, then supervisors Zhang Shaohuai and Li Juan, guaranteed the truthfulness, accuracy and completeness of the 2020 annual report of Star Technology, and signed written confirmation opinions on the annual report.

The directors, supervisors and senior managers of Star Technology violated the provisions of the third paragraph of Article 82 of the Securities Law and the provisions of Article 58 of the Measures for the Administration of Information Disclosure of Listed Companies, which constituted the situation described in the second paragraph of Article 197 of the Securities Law. From July 2019 to October 2021, Yang Shuming served as deputy director of finance, general manager of financial center and assistant to president of financial center. Although he was not a director, supervisor or senior manager of Star Technology, he played a major role in illegal activities of information disclosure of Star Technology, and was one of the main participants and implementers of illegal activities of information disclosure of Star Technology. According to Article 17 of the Rules for the Determination of Administrative Responsibility for Illegal Information Disclosure, if a company organizes, participates in or implements illegal information disclosure or directly leads to illegal information disclosure, it shall be determined as the directly responsible person in charge or other directly responsible personnel according to the situation. Yang Shuming is the other directly responsible person for illegal information disclosure of Star Science and Technology.

Liu Jianxun and his agent put forward in their statements and hearings: First, there is no subjective intention or subjective fault in carrying out illegal acts in Liu Jianxun, and the illegal disclosure of information by Star Technology was organized and instigated by others. Second, Liu Jianxun violated the law for the first time with slight harmful consequences and corrected it in time. Liu Jianxun resigned as the director and chairman of Star Technology in February, 2021, and Star Technology has committed illegal accounting errors in August, 2021, which should be regarded as timely termination of illegal acts. At the same time, the main purpose of Star Technology’s illegal disclosure is to avoid the serious consequences of delisting and facilitate bank financing. Star technology has been reorganized successfully, and the harmful consequences of illegal disclosure of information are slight. Third, the financial fraud of Star Technology occurred in 2019, and its punishment should be applied to the Securities Law of People’s Republic of China (PRC) revised in 2005. In summary, I request a mitigated punishment.

Liu Langwen and his agent put forward in their statements and hearings: First, Liu Langwen does not belong to the person in charge who is directly responsible for the illegal disclosure of scientific and technological information of Star. It did not participate in the preparation of the 2019 annual report and was not responsible for the preparation of the 2020 annual report. The financial fraud of Star Technology is inspired by others, and the relevant decisions have nothing to do with Liu Langwen. The signing of relevant reports is based on the requirements of others and the company, and I believe that the audit of professional accounting institutions will be checked. Second, Liu Langwen, as a professional manager, has no internal motivation and requirements for financial fraud. After taking over as chief financial officer and chairman, he has taken corresponding measures and put forward corresponding plans to squeeze the water out of financial statements as much as possible. Third, my life is difficult and I can’t afford to pay a high fine. In summary, I request a lighter punishment.

Pan Qingshou and his agent put forward in their statements and hearings: First, Pan Qingshou did not organize and implement the illegal information disclosure, and was unaware of the illegal information disclosure of Star Science and Technology, so he was not directly responsible; Second, Pan Qingshou did not participate in the company’s production, operation and management, but signed it under the impetus of others based on the professional opinions confirmed by financial personnel and audit institutions. In summary, I request exemption from punishment.

Yang Shuming and his agent put forward in their statements and hearings: first, inform the facts in advance that they are wrong. Yang Shuming has no illegal motive for making fraud, and all the fraud behaviors he has carried out are arranged by the company leaders and only play a secondary role. His behavior is a duty behavior, and the relevant responsibilities should be borne by the company and should not be recognized as the directly responsible personnel. Second, Yang Shuming has a variety of mitigating circumstances. He has repeatedly verbally requested to stop illegal activities; Cooperate with the company to take remedial measures, actively cooperate with the investigation of illegal acts, make meritorious deeds, and reduce harmful consequences. Third, the illegal acts in this case occurred in 2019 and 2020, and the Securities Law before the revision should be applied. To sum up, I request a reduction or exemption from punishment.

In her statement and defense, Chen Meifen pointed out that, first, I did not have the substantive management authority of the chief financial officer in 2019, and I did not understand the relevant situation of the 2019 annual report. In order to ensure a smooth transition, he left his post on June 9, 2020 after signing the 2019 annual report. Second, during his tenure, he actively fulfilled his due diligence obligations in accordance with regulations; Third, I can’t afford a fine of 800,000 yuan. In summary, I request exemption from punishment.

After review, I will think that:

(a) about Liu Jianxun’s statement and defense.

First, Liu Jianxun organized the company’s "annual report working group" to "beautify" financial statements; Signed the Business Intermediary Cooperation Agreement and the Decision on Data Adjustment of the Company’s 2020 Annual Report with the cooperative counterfeiting unit, and the evidence on file is sufficient to prove its illegal behavior in organizing and implementing Star Science and Technology information disclosure. Its defense that people are instructed to engage in illegal acts and have no subjective fault cannot be established.

Second, the total inflated profit of Star Technology in 2019 accounted for 761.20% of the total profit disclosed in the current period, which had serious harmful consequences. Star Technology’s self-examination and correction of accounting errors occurred after Liu Jianxun left his post in August 2021, but he did not take the initiative to eliminate or mitigate the harmful consequences of illegal acts, which did not meet the statutory mitigation or exemption from punishment.

Third, Star Technology’s 2019 annual report was disclosed on April 20, 2020. The illegal information disclosure occurred after the Securities Law revised in 2019 came into effect. It is not improper for me to apply the Securities Law revised in 2019.

(2) defense opinions about Liu Lang’s question

First, as the then financial director and chairman of Star Technology, Liu Langwen was a member of the company’s "annual report working group", and cooperated with the capital operation of "financial beautification" to organize and implement the illegal information disclosure of Star Technology. Liu Langwen’s defense of "squeezing the water in financial statements as much as possible" also proves that he knows and participates in illegal information disclosure. The excuse that it is not responsible for the preparation of the 2020 financial report, is instructed by others, and has no motivation for financial fraud cannot be established.

Second, we have comprehensively considered Liu Langwen’s illegal facts and his position and role in engaging in illegal acts, and made administrative penalties according to the facts, nature, circumstances and social harm of his illegal acts. There is nothing wrong with the amount of punishment.

(3) Arguments about Pan Qingshou

First, Pan Qingshou, as a member of the company’s "Annual Report Working Group", was responsible for internal and external coordination and organized and implemented the illegal information disclosure of Star Technology. Its defense that it did not organize the implementation of relevant illegal acts and did not know the relevant situation of Star Technology could not be established.

Second, Pan Qingshou, as the then director and general manager of Star Technology, should fulfill his duty of diligence, pay necessary attention to the relevant situation of the company, and ensure that the contents of the relevant annual report signed by him are true, accurate and complete. Believing in professional advice and signing under the impetus of others are not excuses.

(four) about Yang Shuming’s statement and defense.

First, Yang Shuming took the initiative to put forward the way of financial fraud, and was responsible for contacting relevant entities to cooperate with financial fraud, and coordinating the financial personnel of subsidiaries to implement it internally. Yang Shuming plays a major role in the illegal activities of Star Science and Technology Information Disclosure, and is one of the main participants and implementers of the illegal activities of Star Science and Technology Information Disclosure. The defense reasons such as performing duties and only playing a secondary role are not established.

Second, Yang Shuming’s cooperation in accounting error correction and investigation of Star Science and Technology in 2021 has been taken into account in the penalty.

Third, the illegal disclosure of Star Science and Technology information occurred after the Securities Law revised in 2019 came into effect, so it is not improper for me to apply the law.

(five) about Chen Meifen’s statement and defense.

As the then chief financial officer of Star Technology, Chen Meifen should take the initiative to understand and continuously pay attention to the company’s production, operation and financial situation. Chen Meifen said that she didn’t know the relevant details of the 2019 financial statements, but she still signed the 2019 annual report of Star Technology as the chief financial officer, which is a performance of not being diligent and conscientious. I will make administrative punishment based on the facts, nature, circumstances and social harm of the illegal acts of the parties concerned, and there is nothing wrong with the amount of punishment.

To sum up, I will not accept the opinions of the above parties.

According to the facts, nature, circumstances and social harm of the illegal acts of the parties concerned, and according to the provisions of the second paragraph of Article 197 of the Securities Law, I will decide:

1. Give a warning to Jiangxi Star Technology Co., Ltd. and impose a fine of 6 million yuan;

2. Give warnings to Liu Jianxun, Pan Qingshou and Liu Langwen, and impose fines of 4.5 million yuan respectively;

3. Give a warning to Yang Shuming and impose a fine of 3 million yuan;

4. Zhang Shaohuai and Chen Meifen were given warnings and fined 800,000 yuan respectively;

V. Li Juan, Wang Jun and Dong Shenglian were given warnings and fined 500,000 yuan respectively.

The above-mentioned parties shall remit the fine to the bank of China Securities Regulatory Commission: the business department of China CITIC Bank Beijing Branch (A/CNo.: 711101018980000162) within 15 days from the date of receiving this penalty decision, and the bank will directly turn it over to the state treasury, and send a copy of the payment voucher with the name of the party to the office of the Administrative Punishment Committee of China Securities Regulatory Commission for the record.
